Commander
Responsibilities:
-Ultimately responsible for the safe and effective conduct of the school
-Advocates for CSS among the Wing Cadet Programs and Encampment Staffs
-Selects and trains the CSS staff
-Develops and plans CSS and CSS courses throughout the year
Desirable Attributes:
-Experience with CSS
-Cadet Programs and Encampment experience
-Captain or higher
-Substantial background in Emergency Services, Crises, or Survival
-Young and energetic enough to keep a “fire” in the program, but mature enough to effectively advocate for CSS
at the wing level
Chief Instructor
Responsibilities:
-Develops the Course Syllabus
-Creates and maintains the schedule
-Teaches classes as required
-Secures classroom and training locations for CSS use
-Responsible for the execution of all CSS training
Desirable Attributes:
-Experience with CSS
-Substantial background in Emergency Services, Crises, or Survival
Chief Tactical Officer
Responsibilities:
-Responsible for the health and welfare of students
-Provides mentoring and counseling as required
-Advises commander on all matters pertaining to health and welfare
-Ensures compliance with Cadet Protection Policy
Desirable Attributes:
-Experience with CSS
-Experience as an Encampment Tactical Officer
-Major or higher
-Maturity
-CAP driver's license
Tactical Officer
Responsibilities:
-Provides 24-hour supervision for cadets
-Ensures compliance with Cadet Protection Policy at all levels
-Acts as a safety observer
-Provides logistical support as required
Desirable Attributes:
-Experience as an Encampment or CSS Tactical Officer
-CAP driver's license
Instructor
Responsibilities:
-Teaches course material with creativity and enthusiasm
-Trains cadets how to handle any stress they might encounter in the full spectrum of emergencies
-Responsible for ensuring cadets receive high quality training and education
Desirable Attributes:
-Significant background in military, law enforcement, emergency medicine, or fire/rescue
-Accredited survival training (such as DOD SV-80 SERE)
-Strong swimmer (with SCUBA and snorkel experience)
-Experience in actual emergency and survival situations
-Aviation experience
-Effective teacher: should be knowledgeable and experienced, yet young, energetic, and charismatic
-Physically fit
-Cadet Protection Policy Training
-CAP driver's license
Discussion:
Instructors are the key to this course. They teach the material and they train the students. These should be young, smart
professionals who live and work in a survival environment. Ideal candidates include service academy graduates, military aircrew,
combat veterans, pararescuemen, paramedics, SERE instructors, and others who have a legitimate “been there-done that”
resume. Instructors do not have to be CAP members, although CAP membership and prior CPPT training is highly desirable.
Role Player
Responsibilities:
-Creates a controlled but very realistic simulated emergency that cadets will have to overcome
-Teaches while in role to keep scenario moving
Desirable Attributes:
-Effective actor, able to create a role and stay in that role
-Experience in moulage
-Cadet Protection Policy Training
Administrative Officer
Responsibilities:
-Provides admin and logistical support to ensure the school runs smoothly
-Sets policy for handling of funds and Form 31s in accordance with CAP policy
-Collects and tracks funds and applications
-Records inputs for after action review
-Ensures transport and coordination needs are met
-Maintains the budget
-Produces and distributes the letter certifying participation in CSS
-Liaison with host activity/ facility administration staff
Desirable Attributes:
-CAP driver's license
-Experience with Microsoft Office
-Familiar with Camp San Luis Obispo and surrounding area
-Experience with web design
Safety/ Medical Officer
Responsibilities:
-Teaches medical material at the Air Force “Self-Aid/ Buddy Care” level
-Provides safety supervision
-Maintains and executes the safety plan
-Provides emergency first aid (in accordance with CAPR 60-3 CAP Emergency Services Training and Operational Missions Paragraph
1-21 f., and CAPR 160-1 The CAP Health Service Program paragraph 6. a.)
-Keeps injured people alive until help arrives
-Advises CSS personnel on health maintenance issues such as blister prevention
Desirable Attributes:
-Professional EMS experience
-Current and qualified in First Aid, CPR, ES, EMT, Paramedic, RN, etc.
-CAP Driver's License

Student Staff. To maximize safety and training value, cadets shall not instruct at CSS. Student staff exists to assist with
administrative and logistics issues, as well as ensuring good order and discipline among the students.
Cadet Senior Ranking Officer (Cadet Commander)
Responsibilities:
-Get the students to the right place at the right time in the right uniform
-Mentor and demonstrate survival and leadership from within the students
-Act as a liaison with encampment cadet staff
-Raise awareness about CSS throughout the year
-Be available for planning and execution of the school (no scheduling conflicts)
-Assist the senior staff as required
-Maintain good order and discipline among the students
Desirable Attributes:
-Cadet Staff at encampment
-Advanced cadet officer
-Experience in field training activities such as PJOC, HAWK, NGSAR, etc.
-Able to lead in a stressful, dynamic environment
Cadet Team Leader (Flight Commander)
Responsibilities:
-Duties as directed by the SRO and Senior Staff
Desirable Attributes:
-Cadet officer
-Experience in field training activities
